The Karnali and Lumbini provinces have publicly declared a commitment to cooperation for development and prosperity. A shared understanding has been established between the offices of the Chief Minister of Karnali and the Council of Ministers, fostering unity between the two provinces. Emphasizing the principles of cooperation, coexistence, harmony, and mutual support as the essence of the federal democratic republican system, the two Chief Ministers of Karnali and Lumbini, Yamlal Kandel and Chetanarayan Acharya, have pledged to strengthen the interdependence and collaboration for the holistic development and prosperity of both regions.
In accordance with this understanding, various infrastructure projects such as road construction, expansion of highways, and pre-construction work for roads are being studied for feasibility and coordination with the Nepal government for joint implementation. Initiatives such as regular air travel from Lumbini’s airport to the Himalayan region of Karnali, operation of the Bhairahawa-Surkhet air service, and expansion of transmission lines in the Kohalpur-Surkhet area are being prioritized for seamless connectivity. Additionally, collaboration is being sought with security agencies for effective disaster management and control, as well as joint programs for the dissemination and control of essential medicines.
Efforts are also being made to create integrated tourism routes connecting religious tourists visiting Lumbini with adventurous tourist destinations in Karnali. Furthermore, joint efforts are being made with private sectors to develop united tourism packages, harness hydropower potential in rivers near the provincial boundary, and resolve disputes related to local areas through legal means. The improvement of public transportation services in the Karnali province, control of vehicle speed to minimize road accidents, and programs for driver training and inspection are being implemented to enhance safety measures.
Moreover, initiatives are underway to enhance the market reach of agricultural products such as fruits, organic vegetables, and other produce from Karnali to the main market centers of Lumbini province. Cooperation is being sought to upgrade market infrastructure and promote the use of information technology to streamline service delivery. Continuous coordination meetings are planned to enhance joint collaboration, coordination, and partnerships between the two provinces for sustainable development, prosperity, and good governance. Efforts are being directed towards maintaining mutual cooperation in translating and enforcing laws between the provinces, establishing harmony on royalty sharing from natural resources, and organizing the Bheri-Babai diversion multi-purpose national pride project in a timely manner through coordination with the Nepal government.
