The decision to appoint Keshi came after Khadka’s request to withdraw the appointment of Kulman Ghising, the executive director of the Nepal Electricity Authority, citing lack of cooperation. This move follows a petition filed by Janardan Joshi of Kanchanpur challenging the decision, leading to the issuance of this directive after initial hearings.

Previously, a similar court decision had restrained Keshi’s appointment for immediate implementation. The joint directive issued on Friday now temporarily halts Keshi’s appointment, indicating a halt to his role as the director of the authority until further resolution.
