The Karnali Province government’s scheduled budget presentation for the upcoming fiscal year 2082-83 has faced a delay as the Provincial Assembly meeting that was supposed to take place on Sunday did not convene. The ongoing dispute between the government and the opposition in Karnali led to the meeting not being held at the scheduled time of 3:00 PM on Sunday.
The main opposition party, the Nepal Communist Party (Maoist Center)’s chief whip in the Karnali Provincial Assembly, Krishna Bahadur Jaisi, indicated that the disagreement arose because the government decided to bring the budget without making it public through a development bank. The lack of consensus on this issue led to the meeting not being convened. The Minister stated that apart from his own electoral constituency, he had also proposed plans for other districts, emphasizing his perspective.
Jaisi expressed his concerns by stating, “The government has unilaterally brought its budget under the name of the development bank. This budget lacks transparency, and there is no clarity on what kind of plans are included in the development bank.”
Critics accuse the budget presented without informing the main opposition parties of being biased and excluding their input, labeling it as a ‘biased and stolen path,’ urging for a more collaborative approach in incorporating their plans.
In response to the ongoing situation, Ramesh Khatri, spokesperson for the Karnali Provincial Assembly, revealed that despite the efforts of the Coordination Committee for Resolution of Disputes, there was no agreement reached between the opposition party and the government. He further mentioned that a breakthrough may be achieved through discussions between the top leadership of the opposition and the ruling coalition.
