“Excellence in Performance: Far West Excels, Madhes Province Struggles”

The National Natural Resources and Financial Commission has made public the results of the performance evaluation of provinces and local levels. In the fiscal year 2080/81, the Commission provided scores based on various indicators to the performance evaluations conducted by provinces and local levels.

According to the publicized results, Sudurpashchim Province has achieved the highest score in the performance evaluation. Sudurpashchim has scored 51 points, followed by Koshi with 50 points, Bagmati with 45 points, Karnali with 41 points, Gandaki with 40 points, and Lumbini with 35 points. The evaluation shows that Province 2, considered the weakest in performance evaluation, has obtained only 30 points.

The Commission has assigned scores for performance evaluations to provinces based on 19 different indicators. These indicators include the amount audited, outstanding balances, conditional grants provided or not provided by provinces to local levels, transportation infrastructure funding related to the savings fund of the local government, among other factors.

The Commission has indicated that the evaluations include aspects such as annual budget planning and expenditure, capital budget and its spending, revenue collection status, financial equalization grant provided to local levels, timely annual budget review, air quality in the province, and community-based forest management, among other indicators.

All provinces have received a zero score in Indicator 2, which pertains to whether the provinces and local levels have provided conditional grants in accordance with the provincial laws as stipulated by the Commission.

Based on these performance evaluations, the Commission will determine revenue sharing, financial equalization grants, royalty sharing, and setting the limit for internal loans for provinces and local levels. The Commission has also urged for submission of requests for reevaluation within a week if there are any misunderstandings in the performance evaluation.

Some exemplary performance in local levels include Kali Gandaki Rural Municipality in Syangja, Netrawati Dabajong Rural Municipality in Dhading, Aandhikhola Rural Municipality in Syangja, and Banepa Municipality in Kabhrepalanchok.
