Kathmandu Metropolitan City’s Chief Administrative Officer, Saroj Guragain, was escorted into the office by employees after they broke the lock to the working room. Guragain had been absent for over three months, leaving the responsibilities unattended. The incident occurred after he was prevented from entering the office, leading to a decision by Deputy Mayor Sunita Dangol, ward chairman, and executive members to break the lock and grant him access.
Following the confrontation, Mayor Sahal himself locked the door to Guragain’s office and pocketed the key, citing irregularities as the reason. This led to the top administrative official being stranded outside the office premises on a few occasions. When questioned about the lock by Deputy Mayor Dangol, Chief of Metropolitan Police Raju Pandey explained that he acted based on verbal orders from the mayor.
During a subsequent meeting, Deputy Mayor Dangol clarified that Chief Balen Shah wouldn’t be stationed in the room to instruct Guragain but rather to provide guidance and facilitate problem-solving upon his arrival at the office. Previously, the Federal Affairs and General Administration Ministry had urged Guragain to report to work at the Kathmandu Metropolitan City a month earlier. However, Mayor Shah decided to seek advice from another administrative official, delaying the resolution.
