In Kobe City, a transition is set to take place by August 2026 where all school-based “club activities” on both weekdays and weekends will come to an end, moving towards a new phase of community-based sports organizations leading “club activities” starting in September.
The initiative, known as “Kobe’s Community Club Activities” or “Kobe-Katsu,” has commenced its first round of organization recruitment from January 16th. The backbone of these activities will be the groups known as ‘Kobe-Katsu Clubs.’
To ensure sustainable operations, each club must consist of a minimum of three staff members including a leader, treasurer, and instructor, with the leader being over 18 years old (excluding high school students). It is a rule that student-only groups are not permitted.
Eligibility criteria include participation by Kobe City public middle school students, non-profit activities, completion of designated training for all staff members, commitment to safety measures and prevention of incidents and conflicts, as well as adherence to the guidelines outlined in the “Policy on the Operation of Kobe-Katsu Clubs” established by Kobe City.
According to the policy, registration for Kobe-Katsu Clubs is on an annual renewal basis, with activities required to have yearly and monthly plans in place. Regular reporting to the Kobe City Board of Education on activities is also mandatory.
