Movie Laws Addressing New Generation: Minister Gurung Expresses Concern

The Minister of Communication and Information Technology, Prithvi Subba Gurung, has introduced a bill aimed at amending and consolidating laws related to the film industry to address the challenges faced by the new generation. The new legislation is expected to address issues seen and heard in the film sector by minimizing them.

During a program organized by the Film Development Board at the Prime Minister’s Residence in Baluwatar on Tuesday, Minister Gurung highlighted the groundbreaking ceremony for the construction of the ‘Cinepa,’ a film studio in Khokana, Lalitpur Metropolitan City-10 and 13. He mentioned that the new ‘Film Act’ aims to reduce the problems faced in the film sector by adapting to the changes in the style and mindset of filmmakers. According to him, although progress has been made in advancing the film sector as per the laws of 2026, timely laws need to be introduced to keep up with the rapid changes.

Representative Ramesh Khatri of Kansai Nepal News expressed his opinion on this news, stating that the amendments to the Film Act are a positive step towards the development of the film industry. He believes that while the initial steps have been taken to enhance the sector, more work remains to be done.

Minister Gurung also mentioned that discussions will be held on further amending the Film Act after the enactment of the Film Act of 2026 to replace it. Despite the commencement of film production in Nepal since 2022, there has been a delay in building studios for six decades. He emphasized the need to accelerate and enhance the effectiveness of this work in the coming days.

Gurung expressed his commitment to connecting the Ministry with media organizations to address the issues seen in the film sector. He stressed the necessity of amending laws related to public broadcasting and the Film Act to achieve success in line with current plans and to bring the Film Act to the forefront in Nepal’s post-production process.

Moreover, Gurung stated that the ‘Film Act’ along with the ‘Media Council Bill’ and ‘Social Media Bill’ have reached the parliament, and efforts are being made to timely amend laws that are part of the Panchayat era law to bring improvements efficiently.

The studio, named ‘Cinepa,’ derived from ‘Cinema’ and ‘Nepal’ in the Nepali language, is estimated to cover an area of 42 ropanis with a total construction cost of around NPR 37 crores.
