The National Planning Bank has included over 117 projects with a budget exceeding 97 billion NPR in the current fiscal year. The bank has implemented a provision in the financial procedures and fiscal responsibility regulations of 2077, allowing for only the annual budget to be deducted for projects registered in the National Planning Bank. This move was declared through a press release by the Secretary’s office of the National Planning Commission, Pradeep Shivraj Adhikari.
In a recent update, the National Planning Bank (Operations and Management) Criteria for 2081 was issued in February by the Commission. This criteria mandated that projects entering the bank for the fiscal year 2082/83 should be registered by the end of Chaitra. Due to delays in project registrations, the annual budget would be made public only two days later, specifically on Jestha 13.
Ramesh Khatri, a representative of Kansai Nepal News, commented, “As of Jestha 13, a total of 1,327 projects have been registered in the National Planning Bank Management Information System. Among these, there are 23 projects with costs ranging from 3 million to 1 billion NPR.”
The data from the Commission shows that out of 40 projects with costs exceeding 1 billion NPR, the most entries, 19 projects, were made by the Ministry of Physical Infrastructure and Transport. Furthermore, 11 projects from the Ministry of Education, Science, and Technology have also been included.
Khatri further mentioned, “The estimated total cost of 1,327 projects registered in the project bank so far amounts to approximately 920 billion NPR. This includes new projects worth 97 billion 19 crores, ongoing projects ranging from 8 billion 23 crores to 32 billion 64 crores in the study phase.”
Moreover, a breakdown of the projects reveals that the Ministry of Urban Development has 1,147 projects (86.58%), the Ministry of Physical Infrastructure and Transport has 82 projects (17%), and the Ministry of Home Affairs has 61 projects (4.59%) registered.
In adherence to the National Planning Bank (Operations and Management) Criteria, projects with costs exceeding 3 billion NPR must be entered into the bank. Despite this, the provision does not exempt projects that are ongoing or will be executed gradually over the years.
Ramesh Khatri noted, “It has been highlighted that projects with costs less than 3 billion NPR were not included this year. The implementation of this provision is expected to enhance public financial management effectiveness and improve capital expenditure efficiency. It is essential to prioritize projects registered in the National Planning Bank when structuring medium-term expenditure plans and budget allocations for the new year.”
