In 1951, during the Korean War, the South Korean military occupied Kaesong in North Korea. This event marked a significant development in the conflict between the two Koreas.

Subsequently, in 1969, issues arose regarding a consignment of 6600 tons of rice provided by Japan to South Korea. A quarter of this rice was deemed to be of poor quality, leading to questions and concerns regarding the quality control of such aid shipments.
