The Minister of Communication and Information Technology, Prithvi Subba Gurung, has announced the introduction of an ordinance in the country to enhance governance and development. He made this declaration while addressing the 15th anniversary celebration of Rafat Communication Club in Bhaktapur on Wednesday. Minister Gurung emphasized that the ordinance was not meant to undermine the rights of the people but to address the challenges facing the nation and bring about effective solutions.
Highlighting the importance of the ordinance, Minister Gurung stated that it aims to align existing laws with the goal of “Prosperous Nepal, Happy Nepali” by formulating new policies and programs. He clarified that the ordinance was not intended to bypass parliament but to expedite the process of creating new laws to address the current legal framework dating back to 2014 and 2018.
Regarding the legislative process, Minister Gurung expressed concerns about the time-consuming nature of passing bills in parliament, citing that it can take up to five to six years for a bill to be approved. He also mentioned the need to introduce laws to protect press freedom under the name of media independence.
In response to the government’s move, Santosh Pariyar, the leader of the National Freedom Party, cautioned that bypassing parliament to implement ordinances could potentially diminish the authority of the legislative body and called for the government to proceed with caution.
During the event, Minister Gurung honored several individuals for their contributions to society, including Dr. Ravina Pradhanang, a specialist in women’s and maternal health, Amar Bhuju, the editor of Dabab Weekly, selfless social worker Tul Bahadur Thapa, Rupa Thapa, and journalist Tikaram Yatri with awards recognizing their outstanding work in journalism and community service.
