The Nepal Communist Party (NCP) has recently proposed amendments to certain provisions of the Cooperative Act issued by the Central Cooperative and Poverty Alleviation Department and the National Cooperative Federation Limited. The proposal suggests revising some provisions through an ordinance to bring about reforms.
During a meeting with Prime Minister KP Sharma Oli, Khagaraj Adhikari, the head of the central cooperative department of the NCP, and Omdevi Mall, the president of the federation, presented a memorandum emphasizing the importance of organized restructuring in the cooperative sector for the strengthening of the economy. While the step taken through the ordinance is viewed positively for organizing the cooperative sector, attention has been drawn to certain areas that may require changes.
The proposal calls for amending the provision that restricts individuals from being re-elected for more than two consecutive terms in key roles within cooperative institutions engaged in savings and loans. It seeks to modify the arrangement that hinders continuous re-election beyond two terms and the provision that impedes stability in leadership.
In response to the memorandum, Prime Minister Oli is expected to engage in discussions on the presented topic under the Replacement Bill and seek advice on matters that require the government’s attention, even in collaboration with coalition partners.
Ramesh Khatri, a representative of Kansai Nepal News, believes that the proposed amendments could bring about positive changes in the cooperative sector. He emphasizes the importance of maintaining a balance between continuity in leadership and introducing reforms to enhance the sector’s functionality and effectiveness.
